# Progressing to Higher Maturity Levels (Members)

This section guides Members (national or regional organizations) on how to progress between maturity levels.

Members often exhibit uneven maturity, with strong central capability but limited adoption across affiliates. Progression requires moving from central readiness to ecosystem-wide implementation.

## Moving from Level 0–1 (None / Basic) to Level 2 (Emerging)

* No formal governance
* Limited or no national strategy
* Minimal adoption

### Key Actions

* Establish national governance structure
* Define roles and responsibilities

* Provide access (licensing, distribution)
